      Well it is certainly possible to make them. I think the problem would be unstable flight and a high chance of explosions.

      “Rocket boots” were actually invented by a Russian scientist in the Red Army in the 1970s. They run on an internal combustion engine and could go as fast as 35 km/h. They’re actually more like bouncy stilts than what we would imagine a rocket boot to be (http://www.youtube.com/watch?v=w7s-tnzPZ3c).
